Hello Chris,  I would revisit turning off the Avast software - this time do it for a few days this time.
THEN:
Go to https://support.microsoft.com/en-us/outlook/

Login with your email and new password.

You should be able to see your email now, while the Antivirus is turned off.  If all of ths works, make sure that your Malwarebytes is running, and keep  Malwarebytes and turn Off Avast. I believe having 2 anti-virus softwares is messing you up.

Updating the Password on Desktop
In the classic Outlook for Windows and Mac, the app will typically prompt you for your new password the next time you try to sync after changing it. 

If it does not automatically prompt you for the password:
  • Windows Classic Outlook: Go to File > Account Settings > Account Settings. Select your email account, click Change, and enter the new password.
  • Mac Outlook: Go to Outlook > Preferences > Accounts. Select your account and enter the updated password in the appropriate field. [1]
